Job Description

Space & Mission Systems (SMS) is executing a $118M Digital Transformation modernizing PLM, MES, and ERP systems across 11,000+ users and multiple sectors. Supply Chain is a critical enabler of that program. This role sits at the center of it.

Operating out of the SMS Subcontracts Functional Homeroom, the Senior Specialist, Subcontracts serves as the primary subcontracts focal point within the SMS Segment Shared Services function. This role owns the full lifecycle of complex subcontract execution, from strategy and proposal through negotiation, award, and administration, supporting high-dollar, high-visibility programs across Program Management, Engineering, Finance, and Operations.

SMS is managing an active and growing portfolio of subcontracts spanning system integrators, software vendors, managed service providers, and testing tool providers. The person in this role will support near-term execution and help build the subcontracting foundation the program needs to scale.

This is not a transactional role. The person in this seat needs to think strategically, move quickly, and operate with credibility across functions and with executive leadership.

Essential Functions

• Own all aspects of major subcontract execution including cost, schedule, technical performance, and quality, fully integrated within the program
• Lead proposal development, negotiations, and contract execution for high-dollar and complex subcontracts
• Develop subcontract specifications, statements of work, and terms and conditions for specialized materials, equipment, and services
• Prepare bid packages, conduct bidders conferences, evaluate proposals, select or recommend subcontractors, and administer resulting awards
• Negotiate and coordinate modifications, additions, and deletions to subcontracts
• Support and in some cases lead critical negotiations and sourcing strategy development across programs
• Work closely with Trade Compliance to ensure correct document markings including Export Controlled, Proprietary, ITAR, and EAR requirements
• Identify and communicate supply chain risks across program, technical, schedule, and quality dimensions, and develop mitigation plans
• Partner with SCMs, Program Managers, and technical personnel to support source selection, long-term agreements, teaming arrangements, and split order opportunities
• Participate in developing and improving subcontract policies and procedures across the segment
• Sign supplier agreements and purchase orders within established authority
• Reporting to Segment but accountable to Program Manager, Business Development, Supply Chain Leadership, and Operations as required to support segment level subcontracting efforts
• Ability to travel domestically and internationally (10%)

Qualifications

• Bachelor's degree and minimum 6 years of prior relevant experience
• Graduate degree and a minimum of 4 years of prior related experience
• In lieu of a degree, minimum of 10 years of prior related experience
• Strong working knowledge of FAR, DFAR, ITAR, and Export Laws and Regulations
• Experience with a range of contract types including FFP, CP, T&M, and FPLH
• Proven negotiation skills across pricing, terms and conditions, IP, and data rights
• Experience with development, production, sustainment, and service subcontracts
• Familiarity with EVMS, CAM, budgets, and forecasting
• Ability to assess and communicate supply chain risk clearly to program and executive leadership

Preferred Additional Skills

• Comfortable working in a high-pressure environment with competing priorities and tight deadlines
• Experience with Intellectual Property and Patent requirements
• Experience with proposals, capture activities, and Basis of Estimates
• Familiarity with Quality Requirements including APQP and ZDP
• Experience supporting military, international, domestic, and US Government subcontracts
• Experience with procurement and ERP systems such as PeopleSoft, Cincom CONTROL, or similar
• Proficiency with EXPO Supplier Portal and metric reporting systems
• Security Clearance: Not required upon hire or for role
