Job Overview

GENERAL SUMMARY:

Under general direction of the Vice President, Procurement and Materials Management, manages, and administers the centralized procurement function programs, ensuring compliance with public commodity and category management, state procurement laws and Airport policies. Provides strategic leadership for supply chain modernization initiatives, including digital transformation, systems integration, procurement data transparency, and workflow optimization aligned with enterprise goals. Establishes clear RACI frameworks and accountability structures that includes all stakeholders (Customers, SC, BDD, Client departments, Legal, Suppliers, etc.) to reinforce airport compliance and establish effective procurement operations.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Provides strategic oversight to ensure Supply Chain (SC) needs are met to support a large-scale airport business environment, delivering efficient, high quality, and cost-effective services that meet internal and external customer needs.

  • Establishes measurable service level standards (ISO, SCOR, etc.), performance metrics, and analytics dashboards to assess procurement cycle times, quality, transparency, and client satisfaction.

  • Directs all Requirement-To-Pay functions, including purchasing, contracting, warehousing, inventory and surplus management, and mail distribution, ensuring compliance with Board policies.

  • Leads procurement operations, including developing critical supplier strategies, risk assessments, business continuity planning, departmental budget management, and authorizing emergency requests to protect life, property, and operation continuity for the airport.

  • Manages the development of written recommendations (Official Board Actions) and reports for Board Committees and plans and schedules activities to meet the demands of the monthly Board cycle.

  • Oversees solicitation/ procurement processes and interoperability governance of ERP systems (ie., Oracle Fusion, Bonfire, Appian, etc.), to ensure timely solicitations, data quality and workflow integrity that comply with policies and procurement laws.

  • Guides and facilitates complex solicitations, bid/proposal evaluations, contract awards, negotiation strategies and spend analysis to optimize value and mitigate risk.

  • Implements continuous improvement initiatives using structured methodologies (e.g., Lean, Six Sigma) to identify and streamline processes and enhance Source-To-Contract (S2C) and Procure-To-Pay (P2P) efficiency and productivity.

  • Directly supports / Promotes the Airport’s Small Business Enterprise (SBE) program and goals, including the development of client requirements, solicitation commitments, community outreach, and active event participation.

  • Leads workforce development through career pathing, mentoring, succession planning, competency development, and the selection, supervision, and evaluation of personnel.

  • Facilitates formal cross department governance and collaboration with stakeholders (BDD, Legal, IT, and UX councils) to ensure alignment, transparency, accountability, and policy compliant outcomes.

  • Performs other related duties as assigned.

MINIMUM REQUIREMENTS:

  • Bachelor's degree in business, public administration, or a related field.

  • Seven (7) plus years of procurement leadership responsibility, with R2P broad purchasing and contracting experience.

  • Five (5) plus years of professional staff management and supervisory experience.

  • Possession of a valid Class C driver's license.

  • Any equivalent combination of education and/or experience may be substituted for the above.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of financial principles, such as cash flow, margin, profit, Working Capital Improvement (WCI), and expertise in business case development.

  • Knowledge of modern Supply Chain purchasing and stores methods.

  • Knowledge of procedures and laws, and rules and regulations governing the purchase and fulfillment of Maintenance, Repair and Operating (MRO) equipment, supplies and services (Technical, Professional, Temporary, etc.)

  • Knowledge of Architectural Engineering Design and Construction for a public organization.

  • Skill in managing and operating cloud-based procurement systems.

  • Skill in change management including stakeholder readiness assessment, training deployment, and communication planning.

  • Ability to compile, analyze, and evaluate and brief data for preparing and presenting concise oral and written reports.

  • Ability to establish and interpret dashboards, KPIs, procurement analytics, and workflow metrics that align with ISO 9000x and SCOR standards.

  • Ability to develop and implement efficient systems, and policies, procedures, job aids and task aids.

  • Ability to lead cross functional process redesign and digital workflow improvements.

  • Ability to plan, schedule, and supervise the work of subordinates.

  • Ability to communicate at all levels both within and outside the organization in order to exchange data, inform, persuade, negotiate, and influence in an effective manner.

SPECIAL REQUIREMENTS

  • Must obtain a Security Identification Display Area (SIDA) Airport Identification/Access Badge (badge) in accordance with Department of Homeland Security Transportation Security Administration (TSA) requirements in Chapter 49 of the Code of Federal Regulations Part 1500 et al., and DFW Airport’s Airport Security Program within thirty (30) days from date of employment and maintain qualification for a SIDA badge upon each badge renewal.

DESIRABLE

  • Experience leading procurement transformation or modernization initiatives in a public or complex operational environment preferred.

  • Experience implementing and managing an electronic solicitation system to provide accurate and timely solicitations for goods and services.

  • Experience with ERP (Oracle Fusion, SAP, etc.) information systems.

  • Experience overseeing system integration, workflow optimization, and data governance across multiple technology platforms.

  • Experience participating in, contributing to and supporting an organization’s strategic plan

  • Experience providing leadership in enterprise level governance committees or steering groups.

  • Experience supporting a digital strategy for an organization

  • Developed and implemented processes to improve employee engagement

  • Experience developing and managing vendor relations programs to include leading Quarterly Business Reviews (QBR’s) to ensure contract commitments are executed and managed in a collaborative manner.

  • Experience leading and managing the procurement and contracting functions in a midsize to large not for profit organization or government entity.

  • Professional Procurement Certification such as CPPO, CPSM or CPM., PMP, Lean/Six Sigma or formal change management certification desirable.

  • MBA
